The recommendation now put forward by the Retrenchment Committee is not, however, intended to suggest any alteration in the present system of appointment. It deals only with the salary of the present Attorney-General as provided in the Estimates, and proposes that this should be reduced from £1,500 to £1,000 per annum in consideration of the right to engage in private practice. Any more comprehensive proposals would have been beyond their terms of reference. The Committee give reasons for their recommendation and urge that efficiency as well as economy would be promoted by the change. I have consulted the Chief Justice, the Puisne Judge, the Acting Attorney-General (Sir Henry Berkeley), the Crown Solicitor, and Mr. Pollock, K.C., on the subject and attach their replies. The Attorney-General (Mr. Rees-Davies) is at present on leave. I am not aware what his opinion is on the matter.

In brief, the alternatives both as regards future appointments and as regards the immediate recommendation of the Committee are as follows:-
(a). That the Attorney-General should be appointed from within the Civil Service, and allowed private practice. Salary £1,000 recommended by the Committee.
